Patient Insurance
As of December 1, 2024, a mandatory liability insurance agreement for healthcare providers has been concluded between Haapsalu Neurological Rehabilitation Centre and PZU Kindlustus, under which patients of Haapsalu Neurological Rehabilitation Centre can apply to the insurer for compensation for damages incurred during the provision of healthcare services. A claim for damages can be submitted by the person who suffered the damage, who may be the patient themselves, their dependent, heir, or any other person who has incurred damage.
What claims can be submitted?
Bodily injury, health impairment, or death caused by the provision of healthcare services. The healthcare provider is liable for the incurred damage under the Law of Obligations Act.
Damage has occurred as a result of one or more of the following circumstances:
- The performance or non-performance of diagnosis, treatment, or other similar procedure, provided that with the diligence normally expected in the provision of healthcare services at the general level of medical science, the damage would likely have been avoided;
- An infection acquired during diagnosis, treatment, or other similar procedure, provided that with the diligence normally expected in the provision of healthcare services at the general level of medical science, the damage would likely have been avoided;
- Injury or damage incurred during the transportation of a patient by the healthcare provider;
- A malfunction of equipment used during diagnosis, treatment, or other similar procedure, for which the healthcare provider is liable under § 770 subsection 2 of the Law of Obligations Act;
- Incorrect medication or dosage administered to the patient by the healthcare provider during the provision of healthcare services, or a medication rendered unsuitable due to the healthcare provider’s action or inaction, or other improper use of medication;
- Violation of the healthcare provider’s documentation obligation;
- Violation of the healthcare provider’s organizational obligation in the provision of healthcare services directly related to the performance or non-performance of diagnosis, treatment, or other similar procedure.
What damages does the insurance company compensate?
- Treatment costs, including medication costs;
- Costs incurred due to increased patient needs, including costs for assistive devices and medical equipment;
- Damage resulting from partial or complete incapacity for work or temporary incapacity for work;
- Funeral expenses;
- Damage resulting from loss of maintenance;
- Other pecuniary damage compensable under §§ 129 and 130 of the Law of Obligations Act;
- Non-pecuniary damage compensable under § 134 of the Law of Obligations Act.
What is the compensation limit for damages?
Sum Insured
The total compensation limit for all claims per insurance period is €3,000,000. The compensation limit per insured event is €300,000. The compensation limit per entitled person is €100,000.
Sum Insured for Non-Pecuniary Damage
The compensation limit per insured event is €100,000. The compensation limit per entitled person is €30,000.

Where to submit a claim?
PZU Kindlustus Self-Service: To submit a claim, please fill out the form in the PZU Kindlustus Self-Service portal, and the insurer will contact you.
The insurance company must be notified of the insured event in a reproducible written form within four weeks of becoming aware of the insured event. If notification is not possible due to health condition or other valid reason, the deadline will be extended accordingly.
If you are not satisfied with the insurance company’s decision, you can contact the conciliation committee (email: info@terviseamet.ee; postal address: Paldiski mnt 81, 10614 Tallinn). The conciliation committee operating permanently under the Health Board resolves disputes as a pre-trial independent body.
A claim for damages can also be submitted using the contact details of Haapsalu Neurological Rehabilitation Centre (email: info@hnrk.ee; postal address: Sadama 16, 90502 Haapsalu). HNRK will forward the claim to the insurance company.
