Occupational rehabilitation
Rehabilitation services can be divided into two categories based on the target group and resulting service objectives: occupational and social rehabilitation.
The objective of occupational rehabilitation is to increase a person’s work ability and offer them a better chance to succeed in the labor market. The vocational rehabilitation service is aimed at working-age individuals who are active in the labor market and face difficulties coping.
The objective of social rehabilitation is to achieve the most independent living possible, acquire education and work-related competencies suitable for one’s abilities, participate in social life according to one’s abilities, and create conditions for entering employment suitable for one’s abilities. The social rehabilitation service is intended for people who are not active in the labor market.
Currently, HNRK provides only occupational rehabilitation services.
Who is occupational rehabilitation for?
Vocational rehabilitation is intended for people who, due to a health-related impediment, need the help of various specialists, i.e., a rehabilitation team, to start or continue working.
You belong to the target group for vocational rehabilitation if you are a working-age person (i.e., aged 16 until retirement age) with a health-related impediment, who:
- is registered as unemployed;
- is working, including those with reduced work ability;
- is acquiring basic, secondary, vocational, or higher education.
A health-related impediment is a condition based on which a person has been assigned a disability within the meaning of the Social Benefits for Disabled Persons Act, or has been declared permanently incapacitated for work under the State Pension Insurance Act, including cases where an invalidity group assigned to them under the State Allowances Act is deemed equivalent to permanent incapacity for work, or they have been found to have partial or no work ability under the Work Ability Allowance Act.
We offer vocational rehabilitation services to people with mobility impairments and individuals with various degrees of work ability loss, but primarily to those with neurological and orthopedic impairments.
HNRK does not offer services to individuals with mental special needs.
We primarily provide outpatient services, meaning the service recipient stays elsewhere and comes to HNRK for services. To make it easier for clients to find accommodation if they don’t have friends or relatives in Haapsalu, we have compiled information on homestays and guest apartments: HAAPSALU HOMESTAYS AND GUEST APARTMENTS. Additionally, it is possible to stay in spas/hotels near HNRK, for example, Hestia Hotel Haapsalu Spa (located across the street from HNRK), Promenaadi Hotel (located a 3-minute walk from HNRK), Hotel Kongo (located a 10-minute walk from HNRK), etc.
Generally, the service lasts up to one year, and the Unemployment Insurance Fund can pay up to 2500 euros for your vocational rehabilitation.

What is occupational rehabilitation for?
Occupational rehabilitation may be needed, for example, to improve mobility skills or speech, learn to use assistive devices, or solve psychological problems. Counseling may also be needed to find motivation and increase self-confidence, and learn to cope with a disability or illness daily. If necessary, the rehabilitation team can help you settle into working life by advising the employer on how to better organize work or adapt the work environment.
Occupational rehabilitation may include the following activities:
- physiotherapy
- occupational therapy and counseling
- creative therapy
- speech therapy
- peer counseling
- psychological counseling
- nursing counseling
- social counseling
- medical counseling.
Occupational rehabilitation activities take place either individually or in a group, based on your needs.

Rehabilitation services are provided by service providers registered with an operating license from the Social Insurance Board.
How to get occupational rehabilitation services?
- the Unemployment Insurance Fund’s case manager assesses your service needs;
- you agree on the rehabilitation objective with the case manager;
- you choose a suitable rehabilitation institution;
- within 10 working days after agreeing with the case manager, you arrange a meeting with the service provider to draw up an action plan or participate in a rehabilitation program;
- the Unemployment Insurance Fund approves the action plan;
- you begin participating in the rehabilitation service.
If you are working but need support to continue working due to a health-related impediment, contact a suitable Unemployment Insurance Fund representative office and arrange a meeting with a case manager. If necessary, you will be paid travel and accommodation support when participating in the rehabilitation service, regardless of whether you are registered as unemployed or not.
We provide services on weekdays (Mon-Fri) from 8:00 AM to 4:30 PM.
