Procedures for the implementation of the hospital and bed-day rates
The procedure for the implementation of the Visitor Fee and the Bed Day Fee in Haapsalu Neurological Rehabilitation Centre is valid from 01.04.2025. We will inform the patient of the visit fee at the registration desk when he/she arrives for the appointment, when he/she registers for the service in the case of an independent appointment with a physiotherapist, or when he/she is invited for day treatment.
The €20 visit fee applies to adult patients:
- outpatient rehabilitation appointments
- at an independent appointment with a physiotherapist
- in the sun
The visit fee is €5 for insured persons who are:
- race;
- mother of a child under one year old;
- over 63 years old;
- a recipient of an incapacity for work pension or old-age pension under the National Pension Insurance Act;
- a partial or no capacity for work established under the Disability Allowance Act;
- unemployed within the meaning of the Unemployment Measures Act;
- a recipient of subsistence allowance under the Social Welfare Act and a member of his or her family, if the person or his or her family has received subsistence allowance in the month of the provision of special outpatient medical care or in the two preceding months.
HNRK does not charge a visit fee
- from persons under 19 years of age
- Pregnant women referred for a medical condition due to pregnancy or childbirth (as indicated in the referral letter).
- patients for whom a referral has been made by an HNRK doctor to outpatient home care following inpatient treatment.
- patients for whom a referral has been made by an HNRK doctor to an outpatient service at the HNRK.
- patients referred by another health care provider to the HNRK from a health professional providing the same health care service when referring young athletes for a health check-up.

Application of the bed-day payment
The daily bed fee is €5.
A bed-day fee applies for the first 10 days of rehabilitation (maximum €50 per treatment period):
- Adults staying in HNRK, including.
- a parent or other actual carer staying with a sick child in hospital for convalescence, whose accommodation is paid for by the Health Insurance Fund* We will inform you about the bed and breakfast allowance when you are invited to the hospital and when you arrive.
*In the following cases, the Health Insurance Fund will pay for the accommodation of a parent or other actual carer or guardian of a child who is convalescing in hospital with a sick child:
1) for the days of hospitalisation of a child under 3 years of age;
2) for up to 14 days of hospitalisation of a child under 16 years of age;
3) for up to 14 days of hospitalisation of a child under 19 years of age with a severe or profound disability. If the patient does not fall into one of the above categories, the carer pays for his/her own stay in hospital in accordance with the HNRK’s scale of charges for services.
